Can a cemetery plot be given to someone else?

Question Details: My friends family has a cemetery located in Loranger. His father and mother divorced, and he married someone else. His father passed and they buried him in the family cemetery. The step mother has a spot right next to his but she has since remarried. Being that she has remarried, do the siblings have the right to change the headstone and the gravesite?

The simplest thing would be to ask the stepmother what her wishes are regarding the plot if she owns said plot.
