California: Can I sue my husband for an outstanding personal loan (five digit amount) that I financed, even if we are still married?

I assume you made this loan from your separate property.  You can sue, but you also need to consider whether husband has separate funds to pay the loan back.  Otherwise you would need to get the money from his share of community funds during a divorce action or get him to agree in writing that community funds are now separate.
