I am a lawyer in CT and practice in this area of the law.  If you have an agreement with your friend that says that he is required to repy you for the car loan, then you may sue him for his failure to pay you.  You should file a breach of contract claim against him.  I suggest hiring a lawyer depending on how much money you are seekng to collect as it may be worth having the legal expertise to expedite the collection process unless you are familiar with it.
