Neighbor tapped into my electric power.

Question Details:

I had the electric company come out to my house yesterday because I suspected my neighbors down stairs were using my power. The electric company confirmed that their power has been turned off since August and that the neighbor's were tapped into my power. After they left the tenant came out and told us that he should have said something to us and offered us $500 for above and beyond. We told him that it is out of our hands. We didn't take the money, and he is the one who re-wired this apartment. What do I do next? Do I call the police and make a report against him?

It sounds as if the downstairs tenant has been stealing your electricity, rather than electricity directly from the utility company.  You can determine this by looking at your electric bill to see if you have been paying for the electricity that the downstairs tenant has been using.  If you are the victim, rather than the electric company, then you could opt to settle this matter between yourself and the downstairs tenant by simply allowing the tenant to reimburse you for the electricity that you have paid for.  It does not sound as if the matter is "out of your hands", as you put it.  On the other hand, since you are the victim of theft, you could certainly decide to report the matter to the police.  In any event, it sounds as if how you wish to resolve the matter is up to you.
