I am a lawyer in CT and practice in this area of the law.  You do not want to have your ex's license taken away as that will prohibit him from obtaining employment.  rather, you want the judge to place your ex in jail for failing to pay so that he geting the message that he must pay child support and use his car to get a job to pay you.  I suggest that you file motions for contempt to get a judge to order the ex to pay or be placed in jail.
