I am a lawyer in CT and practice in this area of the law.  Premuims are written y underswriters at the insurance company.  they based the amount of the policy on driving history, age, sex, type of car, accidents at fault, etc.  I suggest that you determine how bad of a driver you have with those factors in mind and hire an insurance agent that will shop around to get you the best policy and how to insure this person who is a bad driver.
