Auto Insurance Claims

Question Details: If I am at fault for an auto collision, and if at the time of exchanging information with the other driver he does not have a U.S. driver's license or auto insurance, can he file a claim with my auto insurance company? Legally, would It be possible in the event of going to court that I be held responsible and have to pay for the minor damage to his car?
