At what age can a child move out of there Parents house and move in with a family member?

Question Details: My Brother in law is of Military background and he is verbally abusive with my niece, that has just found out she is not his biological child. She has asked me if she can live with me but I am not sure of the legal issues that may arise. She just turned 16 and I have read some statements that they are legally able to make that decision at 16. Is this correct?
