If they are paying you to be there by 6:45 then you have to be there by 6:45.  However, it seems that they are extending your hours by 15 minutes a day.  If so, keep in mind that, unless your are exempt, the employer needs to pay you time and a half for any time over 40 hours in a week.

Unless  you had a written employment contract specifying your hours, which the company would have had to honor, then they may change their policy and/or hours at will.

If you are an hourly or nonexempt employee (not salaried), then they need to pay you for any/all time they require you to work; but if they are paying you, they can set whatever hours they like.
