I am a lawyer in CT and practice in this area of the law.  You should be able to recoup the storage fees from the at fault driver as additional damages.  pay for the storage fees yourself.  keep the receipt and submit it to the other driver's insurance company as damages.  if they fail to pay, then sue them in court to collect the damages to your car, any rental car payments you had to make as well as the storage fees.  i sugest hiring a lawyer to help.
