Am I entitled to benefits if my mom listed me as a secondary beneficiary?

What matters is how the policy was issued;  if your mother didn't like the way that happened (making you secondary rather than equal), she needed to have the insurance company re-issue it properly while she was alive.

So, unfortunately, if the policy lists Adam Apple as the primary beneficiary and Betty Blueberry as the secondary beneficiary, Betty only gets the benefits if Adam dies before the insured person does.
