a school distict did not give me rightful interview because I was arrested within the year, although I was never covicted. What can I do?

Unless there is an employment contract, union or collective bargaining agreement, or official company policy to the contrary, this is all legal.  Why? The fact is that most employment relationships are what is known as "at will".  This means that you can work for an employer, or not, your choice.  In turn, the employer can hire or fire someone for any reason or no reason at all.
