When  a car is impounded, the way to get it back is to pay the fees to the towing company that impounded the car.  However, you want to make sure before you go to get it that the impound lot will release the car - sometimes the police will not let the car be taken back as it may be needed for evidentiary purposes.  Therefore, you need to call the lot and find out if you, as the owner of the car, may pay the fees to have the car returned to you.  The lot may not return it to you unless it is insured.  Therefore, you need to call your insurance agent and get the car on yor insurance policy.  the insurance agent can get this done fairly quickly as long as you have the registration of the car.
