Under Arizona Code 13-3622, a person who knowingly sells, gives or furnishes cigars, cigarettes or cigarette papers, smoking or chewing tobacco, to a minor, and a minor who buys, or has in his possession or knowingly accepts or receives from any person, cigars, cigarettes or cigarette papers, smoking or chewing tobacco of any kind, is guilty of a petty offense.

A petty offense, under Arizona Code 13-802, is a fine only of not more than $300.00.  However, if this is not the first offense, there are provisions under Arizona law that could bump up the classification from a petty offense to something more serious.
