Am I liable for damages to an already damaged bumper?

A bumper cover was broke before I hit it in a privet parking lot (owner said so herself).

No. You would only be liable for damage you caused, or to the degree there was pre-existing damage but the collision made it worse, that you exacerbated or increased it. You are not liable for damage which you had nothing to do with causing or creating. However, of course, it may be difficult, if the woman retracts her statement, to prove that there was damage before your collision.
