16 year old seeks representation, mom is spending her trust money

Question Details: My step daughter who has been abused and is still emotionally abused my her mom (custodial parent) has been asking about her money, she hear her mom was trying to withdrawl from it. We tried to get custody of her and got no where and had to stop because we ran out of funds. BUT my step daughter has money and I did some digging and see that her mom has spent 35k in 2 years of her trust money. My step daugher is forced to live in a home she hates and now here mom is stealing her money. Can my step daughter hire an attorney to represent her?
